			<content:encoded><![CDATA[<p>DESPITE a nationwide crackdown on unauthorized use of &#8220;wang-wang,&#8221; or sirens and blinkers on vehicles, the Philippine National Police (PNP) has admitted it could not go after dealers selling the gadgets.</p>
<p>PNP spokesman Chief Superintendent Leonardo Espina said Friday the law against wang-wang, Presidential Decree 96, does not bar the sale of such items.</p>
<p>“The presidential decree does not bar the sale of such gadgets, as it only prohibits their unauthorized use. We hope dealers would stop selling once vehicle owners stop buying those gadgets,&#8221; Espina said in an interview.</p>
<p>However, Espina said they are studying proposing a guideline or supplemental law to address possible &#8220;shortcomings&#8221; of PD 96.</p>
<p>&#8220;For now we have no law against such items. Perhaps we can persuade the dealers not to sell.  On the other hand, if there will be no buyers, there will be no sales,&#8221; he said.</p>
<p>The PNP started a nationwide crackdown on the sirens two days after President Benigno Simeon Aquino III spoke strongly against the use of wang-wang.  (PIA-Bohol)</p>

<p>Officials from the National Economic and Development Authority (NEDA) said they will present a framework for the 2011-2016 Medium-Term Philippine Development Plan (MTPDP) to incoming President Benigno C. Aquino III and his Cabinet on Wednesday.</p>
<p>&#8220;We will present [the framework] to the president on Wednesday. He has three options on what to do with them: accept, reject, or revise it,&#8221; Augusto B. Santos, acting NEDA director-general, told reporters yesterday.</p>
<p>Myrna B. Asuncion, NEDA assistant director for national planning said that the five &#8220;highlights&#8221; of the proposal would provide a focus for the next medium-term plan.</p>
<p>In the effort to improve macroeconomic stability, Mr. Santos said the Aquino administration should keep its options open with respect to new tax measures.</p>
<p>He zeroed in on three: raising the value-added tax rate to 15% from the current 12%, adjusting excise tax rates on tobacco and alcohol, and streamlining fiscal incentives.  (PIA-Bohol)</p>

			<content:encoded><![CDATA[<p>Manila, Philippines &#8211; President-elect Noy Noy Aquino is set to name the members of his Cabinet today.  One of the members include Cesar Purisima as finance secretary.</p>
<p>The announcement of the Cabinet members is part of the preparation for Aquino&#8217;s inauguration tomorrow as the country&#8217;s 15th president.</p>
<p>Outgoing Finance Secretary Margarito Teves said he met yesterday with Purisima for a briefing on the condition of the economy.  However, Purisima came as a member of the transition team and not as the next finance chief.  Some sources however, have confirmed that Purisima has accepted the finance portfolio.</p>

			<content:encoded><![CDATA[<p>PRESIDENT-elect Benigno “Noynoy” Aquino’s transition team has already smoothed out kinks in the inauguration on June 30, an event that will be made meaningful by several traditions shelved during the Martial Law years.</p>
<p>The inauguration, which will revolve around the theme “Tagumpay ng Taumbayan, Panata sa Pagbabago,” is expected to be observed by millions around the world.</p>
<p>According to Aquino’s camp, there will be a  prayer services at  6 in the morning at the Aquino home in Times Street.   At  9:45 a.m., Aquino will depart for Malacañang to fetch Arroyo.  Arroyo and Aquino’s arrival at Quirino Grandstand will be at 10:45 a.m.  Arroyo will be honored by the Armed Forces of the Philippines upon arriving at the venue. She will then exit  “gracefully”  while her successor moves up the stage.</p>
<p>The  formal inaugural ceremony is expected to start at exactly 11:00 a.m. with the singing of the national anthem.  At around 1:00 p.m., Aquino will finally head to Malacañang.</p>
<p>Inauguration spokesman Manuel “Manolo” L. Quezon III earlier said “the president-elect is not much of a traditionalist, but you realize that these rituals exist to make the transition more dignified for all concerned and you’re dealing with an office larger than any person.”</p>
<p>The inauguration will be a symbol of sorts, as this would be peppered with traditions that were abolished or replaced during former President Ferdinand E. Marcos’ time. The Aquino family was instrumental in overthrowing the dictatorship.  (PIA-Bohol)</p>

			<content:encoded><![CDATA[<p>A SIMPLE inauguration, and one that hews to tradition. This is what President-elect Benigno &#8220;Noynoy&#8221; Aquino III wants.</p>
<p>On June 30, there will be no sit-down dinner, just an inaugural reception, with a working lunch before Aquino’s first Cabinet meeting.</p>
<p>Aquino&#8217;s inauguration will be held at the Quirino Grandstand in Rizal Park (formerly Luneta) in Manila.</p>
<p>Aquino will take his presidential oath at the grandstand in front of the Independence Flagpole and the Rizal Monument.</p>
<p>His inaugural speech will focus on restoring honesty and integrity in public service.</p>
<p>The Department of Foreign Affairs (DFA), meanwhile, will release a list of visiting heads of state who will be there for the inauguration.</p>
<p>Three East Asian leaders have confirmed their attendance at Aquino&#8217;s inauguration. They are Thai Prime Minister Aphisit Vejjajiva, Malaysian Prime Minister Najib Razak, and East Timor President Jose Ramos Horta.  (PIA-Bohol)</p>

			<content:encoded><![CDATA[<p>Manila, Philippines &#8212; Chief Justice Renato Corona has issued an order to review the long-standing labor dispute over the Hacienda Luisita Estate of the family of President-elect Benigno Aquino III in Tarlac.</p>
<p>Recalling from previous news, Aquino does not recognize Corona&#8217;s appointment.</p>
<p>The reason behind such order according to Court Administrator Jose Midas Marquez was that there had been a letter from the farmers in Hacienda Luisita requesting for Corona to act on the case and review the four-year-old temporary restraining order (TRO) against distribution of the sugar plantation in accordance with the Comprehensive Agrarian Reform Program (CARP).</p>
<p>A line from the letter said, &#8220;We humbly submit to your Honorable Office our appeal asking the Supreme Court to act with dispatch and resolve the controversial agrarian case of Hacienda Luisita in favor of agrarian reform beneficiaries..&#8221;.  The letter was signed by the leaders of the Unyon ng mga Manggagawa sa Agrikultura.</p>

<p>In a letter dated June 11 sent to Malacañang on Wednesday morning, Aquino identified Roxas as one of the members of his transition team.</p>
<p>The other members of the transition team are:  former Education Secretary Florencio &#8220;Butch&#8221; Abad, who may return to the Department of Education (DepEd); Julia Abad, Aquino&#8217;s chief of staff in the Senate; incoming Executive Secretary Paquito &#8220;Jojo&#8221; Ochoa Jr.; and, former Finance Secretary Cesar Purisima, who is reportedly being eyed to head the Department of Finance again.</p>
<p>The letter informs Presidential Management Staff (PMS) chief Elena Bautista-Horn that the 5 individuals have been granted the authority &#8220;necessary and indispensable for the lawful and efficient transfer of government authority and responsibility on June 30, 2010.&#8221;</p>
<p>The letter adds: &#8220;These responsibilities include, and are not limited to, coordinating arrangement for the inaugural program, ensuring the smooth turnover of Cabinet portfolios, and assisting in the accounting and disposition of relevant records, information and equipment.&#8221;  (PIA-Bohol)</p>

			<content:encoded><![CDATA[<p>PRESIDENT-elect Benigno &#8220;Noynoy&#8221; Aquino III will take his oath as the Philippines&#8217; 15th president at the Quirino Grandstand in Manila, his camp said Tuesday.</p>
<p>Aquino spokesman Edwin Lacierda said Noynoy&#8217;s inauguration and oath-taking would be held at the Quirino Grandstand because it could accommodate more people than the original preferred venue, the Quezon City Memorial Circle.</p>
<p>The President-elect said he intends to hear Mass at his parents’ grave on June 30.</p>
<p>He is also open to riding the same car with outgoing President Arroyo.</p>
<p>Tradition has it that the outgoing president would leave the inauguration site on board a private vehicle once the new president is sworn in.</p>
<p>Aquino will take his oath before Supreme Court Associate Justice Conchita Carpio-Morales. After the ceremony, he will convene his first Cabinet meeting followed by the Vin d’Honneur at Malacañang Palace.  (PIA-Bohol)</p>

<p>Sa usa ka press briefing, si Felipe Jalago, spokesman sa farmer-beneficiaries sa Hacienda Araneta sa Barangay Mascap, nihagit ni Roxas nga iyang barugan ang iyang gipamulong nga siya pro-poor ug pro-farmer.</p>
