			<content:encoded><![CDATA[<p>President Benigno Aquino III on Wednesday signed Proclamation No. 75 granting amnesty to<br />
active and former officers and enlisted personnel of the Armed Forces of the Philippines (AFP),<br />
the Philippine National Police (PNP) and their supporters involved in the three attempts to<br />
overthrow his predecessor.</p>
<p>The new amnesty proclamation takes effect upon the concurrence of the majority of all members<br />
of Congress. It also supersedes Proclamation No. 50, which was issued on October 11, 2010.</p>
<p>Proclamation No. 75 covers crimes punishable under the Revised Penal Code, the Articles of<br />
War and other laws in connection with the July 2003 Oakwood mutiny, the February 2006 Marine<br />
stand-off and the November 2007 Peninsula Manila hotel incident.</p>
<p>The amnesty, however, does not cover “rape, acts of torture, crimes against chastity, and other<br />
crimes committed for personal ends.”</p>
<p>Personnel of the AFP and the PNP and their supporters may apply for the amnesty with the<br />
Department of National Defense (DND) within 90 days after the publication of the proclamation in<br />
newspapers of general circulation.</p>
<p>Enlisted personnel of the AFP with the rank of technical sergeant and below and PNP personnel<br />
with the rank of senior police officer 3 (SP03) and below whose amnesty application will be<br />
approved are entitled to reinstatement or reintegration.</p>
<p>Under the proclamation, however, they are “not entitled to back pay during the time they have<br />
been discharged or suspended from the service or unable to perform their military or police<br />
duties.”</p>
<p>Master sergeants and all commissioned officers of the AFP and all PNP officers with the rank of<br />
SP04 and above are not entitled to reinstatement or reintegration and back pay.</p>
<p>All AFP and PNP personnel who will be granted amnesty but will not be reinstated or reintegrated<br />
will be entitled to retirement and separation benefits if they qualify under existing laws and<br />
regulations at the time of their separation, unless such benefits are forfeited for reasons other<br />
than acts covered by the proclamation.</p>
<p>The new amnesty proclamation includes revisions based on input from legislators involved in<br />
congressional hearings on Proclamation No. 50. (PCOO)</p>

<p>Ang Philippine National Police (PNP) ug ang Armed Forces of the Philippines (AFP) nipasaka na sa ilang alert levels sa pinakataas nga status sa Mindanao human sa pagkamatay ni Gafur Jumdail, ang igsoong lalaki ni Abu Sayyaf lider Gumbahali Jumdail a.k.a. Dr. Abu, ug duha sa iyang mga sakop sa lungsod sa Maimbung sa milabay’ng Sabado.</p>
<p>Gimanduan na ni PNP chief Director General Jesus Verzosa ang tanang PNP units nga dugangan ang pagbantay ug seguridad sa tanang vital installations, lakip na ang mga airport, pantalan, simbahan, publiko ug ubang lugar nga tagbuanan nga posibleng target sa  teroristang kalihokan. </p>
<p>Gi dugang usab sa tigpamaba sa PNP nga si Senior Superintendent Agrimero Cruz, Jr. nga wala pa hinuon sila nakadawat og tahu nga ang mga Abu Sayyaf adunay planong mo atake sa Luzon ug Visayas.</p>
<p>Gipasabot ni Cruz nga ang pagpasaka sa alert level parte lamang sa ilang security measures.</p>

			<content:encoded><![CDATA[<p>Armed Forces of the Philippines (AFP) chief General Delfin Bangit on Tuesday bowed out of service with a warning: that what happened to him may set a &#8220;dangerous precedent&#8221; to future heads of the Philippine military organization.</p>
<p>&#8220;My concern is that this might set a dangerous precedent. What happened to me might happen to future chiefs of staff during a transition of government,&#8221; Bangit said in a speech during the turnover ceremony held at Camp Aguinaldo in Quezon City.</p>
<p>Bangit was forced to cut short his tour of duty after President-elect Benigno “Noynoy&#8221; Aquino III openly rejected him to be his military chief of staff. He was supposed to retire on July 31, 2011 when he reaches the mandatory retirement age of 56.</p>
<p>Bangit is the first Armed Forces chief in recent history to have been eased out during the turn of a new administration. Last week, he submitted his early retirement application to Mrs. Arroyo, who in turn approved it on June 21.</p>
<p>Armed Forces vice chief of staff  Lt. Gen. Nestor Ochoa will assume Bangit’s post in an acting capacity and stay there for the remainder of President Arroyo’s tenure, which ends on June 30.  (PIA-Bohol)</p>

			<content:encoded><![CDATA[<p>THE Armed Forces and the PNP have lowered their alert levels as the May 10 elections went generally peaceful.</p>
<p>The military alert was downgraded to blue from red Tuesday night. The highest alert was raised April 29 to ensure the AFP’s preparedness for the elections. It was supposed to be in effect until May 20.</p>
<p>The PNP downgraded its alert level in Regions 1 to 8 (Ilocos, Cagayan Valley, Central Luzon, Calabarzon, Mimaropa, Bicol, and the Western, Eastern and Central Visayas), the Cordilleras, National Capital Region, and its National Support Units to heightened, from full, at Wednesday noon.</p>
<p>Security forces in Regions 9 to 13 (Zamboanga Peninsula, Northern Mindanao, Davao, SOCCSKSARGEN, Caraga), Autonomous Region in Muslim Mindanao, and the Special Action Force remain on full alert.</p>
<p>PNP chief Jesus Verzosa said the situation nationwide has normalized two days after Election Day.</p>
<p>Col. Ricardo Nepomuceno, spokesman of the military’s Task Force Honest, Orderly and Peaceful Elections, said AFP chief Gen. Delfin Bangit downgraded the alert status based on the task force’s recommendation. (PIA-Bohol)</p>

<p>“However, they are branded as criminals,” he added.</p>
<p>He stressed that they are criminals for the atrocities they committed and that they should be made answerable for what they&#8217;ve done.</p>
<p>The AFP does not have the power to declare or recommend to the government that this or that group is a terrorist.</p>
<p>It must undergo due process before it is forwarded to and decided upon by the National Anti-Terror Council as sanctioned by the United Nations (UN), the army officer added.</p>
<p>Commander Bravo and his men have been charged with the crime of murder, frustrated murder, physical injuries, and arson among others. (PIA/Bohol) </p>

			<content:encoded><![CDATA[<p>The Armed Forces of the Philippines (AFP) are getting support from the Muslim populace in conducting law enforcement operations against the lawless Moro Islamic Liberation Front (MILF) led by Abdullah Macapaar alias Commander Bravo.</p>
<p>Major Benedicto Manquiquis, Commanding Officer of the 1st Civil Military Operations Unit, 1st Infantry Division of the Philippine Army said in a press briefing.</p>
<p>According to Manquiquis, some Muslims have volunteered to help the military in distributing the “wanted” leaflets of Commander Bravo. The materials show the bounty for those who can give information that that would lead to the capture of Bravo.</p>
<p>“This shows that even Bravo&#8217;s fellow Muslim brothers wants him to be captured soon,” he added.</p>
<p>The AFP officer also stressed that the identity of the informant will be kept a secret and the reward will be given when Bravo will be captured dead or alive. (PIA/Bohol) </p>

			<content:encoded><![CDATA[<p>Lanao del Norte District II Congressman Abdullah “Bobby” Dimaporo blames the Moro Islamic Liberation Front (MILF) for the all-out offensive launched by the Armed Forces of the Philippines (AFP) against some members of the MILF headed by Abdullah Macapaar alias Commander Bravo.</p>
<p>Dimaporo made the statement during the Peace Summit and Crafting of Peace Covenant in Iligan City on August 30.</p>
<p>The Congressman declared his support to the move of the government to disarm and demobilize the MILF before the peace negotiations with the group are resumed.</p>
<p>The fighting in Lanao del Norte has displaced some 173,804 people, the Office of Civil Defense (OCD) in Region 10 said, but the government&#8217;s response has significantly eased the burden of the evacuees, he added.</p>
<p>Although Dimaporo believes that not all members of the armed group are criminals, he expressed support to the current manhunt operation against Commander Bravo and his followers for the atrocities they committed to the towns of Kolambugan and Kauswagan in Lanao del Norte. (PIA/Bohol) </p>
